Is Rotterdam as relaxed as Amsterdam in regards to smoking canabis? This having said, the density of 'coffeeshops' per sq. Two weeks ago I walked along all main city shopping streets and seldomly smelled weed, whilst in Amsterdam that smell is never far away. In the area near the Modern Art museum, as well as in most neighborhoods in the center, you can find coffee shops and enjoy a smoke. But you don't have quite the choice of atmosphere or different coffee shop vibes as you do in Amsterdam. As others have mentioned, you're not going to have the overwhelming cloud of smoke descend upon you when you step out of the train station like in A'dam, but it is not a problem to wander around with a spliff general courtesy applies, though - avoid children and behave yourself.
Decor and staff are both fairly cool, too. Downside is that it's more of a takeaway than a sitdown place just a bench for skinning up. The Nieuwe Binnenweg is also chock full of record shops, and has one of my favourite bakeries -- De Koekela -- where they do American-style cookies, muffins and scones.
